Cap wrist locks were fitted to prisoners wrist and then either joined together with another lock to make hand cuffs or a chain was passed through the holes to join a number of prisoners in a chain gang. This type of restraint is very old, possibly medieval and early patterns have a cross shaped hole for the chain to pass through.
